Proposals for Land East of Horndean Southern Expansion
Land East of Horndean Southern Expansion provides the opportunity to deliver a logical and sustainable extension to Land East of Horndean, a site which already benefits from planning permission.
Our proposals include the following key benefits.
• Connections to Havant Thicket, the new reservoir and multifunctional green spaces
• Connectivity to the existing Public Rights of Way (PROW) network – walking, cycling & horse riding provision
• Additional sports provision, including football and cricket, to meet local demand
• A new extended, bus route within walking distance of all residents and Havant Thicket
• Provision of key new links to the local and surrounding area, specifically Horndean west & east of the A3(M), Havant Thicket and Rowlands Castle
• Ensure the early delivery of new and affordable homes
• Access to community facilities, such as a local centre, primary school, employment and sports, which are coming forward in the Land East of Horndean allocation
Existing Land East of Horndean Site
Bloor Homes previously secured outline planning permission for Land East of Horndean (LEOH), in December 2021, which is an allocated site in East Hampshire District Council’s Local Plan.
The outline planning permission includes the following.
• Up to 800 new open market homes, 40% of which will be affordable homes
• A new primary school and Early Years facility
• Allotments, equipped play areas, outdoor gym equipment and significant areas of informal public open spaces
• An all-weather ‘3G’ Sports Pitch and skate park
• A new Local Centre including a community facility
• Wildlife and biodiversity enhancements, including replacement hedgerow along Havant Road and significant tree planting throughout the scheme
• New and improved pedestrian and cycle linkages, local bus services and enhancements to the local highway network
• Employment land and small-scale retail facilities
In addition, financial contributions in the region of £12 million towards infrastructure and community facilities will be provided through the agreed Section 106.
