Reserved Matters Proposals (third detailed phase of proposed development)
The third phase reserved matters planning application is currently being considered by East Hampshire District Council.

The third phase of development for Land East of Horndean, which has been informed by the principles established at the outline planning permission stage, will deliver the following.
- A total of 159 new homes, including 48 (30%) affordable homes (28 for affordable rent and 20 shared ownership homes)
- Community allotments
- Provision of new public open space, including two new parks and a community green space located at the heart of the built development area
- Connections into the wider Land East of Horndean Active Travel Network via a footpath to the west of the site, and a cycle / footpath along the main spine road
Whilst Bloor Homes will provide the land to host the new Primary School (East of Havant Road) and funding to facilitate delivery, the school facility itself will be provided by Hampshire County Council. The Council will also pursue the relevant planning consents for the school in due course.
First and Second Phase Reserved Matters Planning Applications
Bloor Homes previously submitted two reserved matters (detailed) planning applications which were both approved in December 2024. These represent Phases 1 and 2 of the outline permission.
